Cyber Security Specialist

Job Summary:

General Duties and Responsibilities

• Provides security oversight and ensures compliance with all Performance Work Statement (PWS)directive requirements for Information Technology (IT) networks, Secure Compartmented Information Facility (SCIF), and Mission Systems at Thule Air Base, Greenland

• As the Information System Security Officer (ISSO), under the direction of their supporting Special Security Officer (SSO) and Information System Security Manager (ISSM), is responsible for the day-to-day management and implementation of Thule Air Base’s IT security programs. Will act as backup to the Contractor Special Security Representative (CSSR)

• As the CSSR, under the direction of their supporting Special Security Officer (SSO) is responsible for the day-to-day management and implementation of Thule Air Base’s SCIF security programs for Collateral, SCI activities. Will act as backup to the ISSO

• Develops and conducts Security training/briefs

• Reviews Assured Compliance Assessment Solution (ACAS) scans and provides to the System Program Office

• Conducts self-inspections and gathers/updates pertinent security documentation for inclusion into SCIF binder

• Assists unit Cybersecurity Representatives (CSRs) with TEMPEST package submittals

• Oversees visitor control program and administers the access control program

• Serves as the security point of contact for the SCIF

• Must be able to work inside a cleared facility and monitor all activities in the SCIF

• Supports all users of the SCIF and JWICS systems

• The position will provide day-to-day security support for JWICS operation

• Required to routinely interface with all levels of management and Government customers

• Administers/Implements/Manages/Audits security programs for compliance with government regulations associated with the protection of classified material

• Develops/implements/manages security policies, procedures, processes, and best practice standards specific to program requirements such as Standard Operating Procedures (SOPs),Concept of Operations (CONOPs), etc.

• Conducts or supports internal company and/or other customer security assessments

• Participates in technical meetings with internal/external customers

• Conducts security incident/violation investigations and formally reports investigation results

• Compiles data and provides necessary metrics or performance highlights

• Duties may include reviewing, monitoring, preparing, or updating artifacts for assessment packages, as necessary

• Identifies security vulnerabilities and implements countermeasures

• Conducts security surveys and gathers pertinent security documentation for inclusion into system assessment packages

• Prepares reports on the status of security safeguards applied to computer systems

• Ensures AIS and network nodes are operated, maintained, and disposed of in accordance with security policies and practices

• Performs other duties not limited to general housekeeping, safety, and environmental practices, maintaining data/logs/files, and complying with security policies, PWS directive publications, and other security manuals and guidance

• Completes ancillary training and participates in exercises

Joint Worldwide Intelligence Communications System (JWICS)

• Serves as the security point of contact for the Sensitive Compartmented Information Facility (SCIF)equipment and peripherals

• Must be able to work inside a cleared facility and monitor all activities in the SCIF

• Serves as the primary or alternate SCIF ISSO, working in support of JWICS

• Supports all users of the SCIF and JWICS systems

• The position will provide day-to-day security support for JWICS operation

• Performs ISSO duties in support of in-house customers. Maintains JWICS security records in Xacta and coordinates on support Memorandum Agreements for the SCI network nodes operating in the SCIF

Nonsecure Internet Protocol Router Network (NIPRNET) and Secure Internet Protocol Router Network (SIPRNET)

• Implements Department of Defense and Defense Information System Administration (DISA) and AirForce IT security policies and procedures

• Manages and implements Cyber Orders under the direction of the section supervisor

• Supports unit CSR’s and acts as liaison to the 21 SW Information Systems Security Manager

• The ISSO also provides network and computer security education to base customers and institutes security procedures to counteract vulnerabilities and weaknesses

• Maintain UEWR Prime Mission Equipment (PME) and UEWR Simulator-Tester (UST) computer cybersecurity procedures in accordance with applicable Department of Defense directives

• Perform computer security assessments and implement required countermeasures; implement and maintain a site mission system and network Cybersecurity program

• Execute cybersecurity responsibilities protecting and defending information systems by ensuring the availability, integrity, confidentiality, authentication, and non-repudiation of data through the application of cybersecurity measures

• Protect ISs, their operating system, peripherals (media and devices), applications, and the information it contains against loss, misuse, unauthorized access, or modification

• Ensure all users and ISSOs receive COMPUSEC training

• Provide information to update system Assessment and Authorization (A&A) packages

Education: Bachelor’s degree (preferred) or equivalent experience.

Licenses or Certifications:

• DoD 8570.01-M IA Workforce Certification, IAM I approved baseline certification, CompTIA Security+ CE (preferred)

• Proficient in Microsoft Office Suite

• Valid U.S. Driver’s License

Experience:

• Experience with Physical Security planning, implementation and measures as applied to the operations of a Department of Defense Secure Compartmented Information Facility

• Experience with the operations of Intrusion Detection Systems (IDS)

• Experience with Department of Defense (DoD) Manual DoDM 5105.21 V1, Sensitive Compartmented Information (SCI) Administrative Security Manual: Administration of Information and Information Systems Security

• Experience with Intelligence Community Directive (ICD) 705 V1.5, Technical Specifications for Construction and Management of Sensitive Compartmented Information Facilities

• Experience with United States Space Force (USSF) SCIF Manager Handbook or equivalent document

• Experience providing security related briefings and training

• Experience as an assistant Contractor Program Security Officer (CPSO), Special Security Officer (SSO)

• Classification management experience to include Security Classification Guide (SCG) interpretation for derivative classification decision-making purposes

• Experience with Department of Defense (DoD) Cybersecurity policies and procedures

• Experience creating and maintaining DoD Risk Management Framework (RMF) packages and associated artifacts •Experience identifying risks associated with removable media, unauthorized electronic devices, photographic equipment and related items

Required Skills/Experience:

• Excellent communication skills both written and verbal

• Proficient in Microsoft Office Suite

• Three years of computer maintenance and three years minimum experience in networking/inter-networking in the Windows environment to include domain administration, cabling concepts, router configurations, and switch connections

Supervision: Works under the general supervision of the Networks Supervisor.

Work Environment: Expected to be able to lift 50-pound loads with assistance on occasion in a normal working office environment and may work extended hours on weekends and holidays. Rotation schedule will be 8 weeks on and 5 weeks off with possibility of adjustment. A 66 hour work week will be the norm.

Physical Demands: Walking, siting, typing, bending and lifting items as required within position requirements.

Clearance Requirements:

  • Currently hold or be able to obtain and maintain the proper US DoD issued security clearance, which requires US Citizenship. Security clearance eligibility may be discussed during the interview phase.
  • Employment and start date is contingent upon the candidate receiving the required US DoD issued interim security clearance
