Quality Specialist

Contract: SSPARS Location: Beale AFB, CA

Minimum Qualifications:

Education: High School diploma. Certificate of completion for military or industry sponsored courses on Quality Management and Safety. Minimum four years' experience as a quality specialist, supervisor, or manager of a Quality Management System.

Licenses or Certifications:

Desire Quality Management System certification.

Desire Occupational Safety and Health Administration (OSHA) certification.

I. BASIC FUNCTIONS OF THE JOB:

Provides functionally independent quality assurance reporting to the Program Management Office (PMO) Quality Manager. Coordinates and interfaces with Quality Manager and other Quality Specialists. Develop and conduct an approved Quality Management System that provides "closed-loop feedback" comments to all levels of the onsite work force. Implements an effective safety program. Develops and enforces safety policies and procedures in compliance with State and Federal Occupational Safety and Health Administration (OSHA) rules and regulations. Submits purchase orders and provides purchasing support to Site Manager.

II. PRIMARY DUTIES AND RESPONSIBILITIES:

1. Directs the on-site quality program.

2. Acts as the primary interface between the government Contractor Officer Representatives (CORs) to manage questions about quality program.

3. Establishes and maintains an approved Quality Management System to assure the government that all quality-related contract requirements are being accomplished.

4. Conducts activity audits of each designated work center once a year. (Ensures compliance with Tech Data, Technical Orders, Required scheduled maintenance, supply practices, filing, safety, inventory of tools and equipment, and technician certifications.)

5. Primary manager for monthly contract deliverable suspense dates. Gathers data and places into a concise and readable report for transmission to PMO and higher authority.

6. Processes Technical Order Recommended Changes (RCs)/AFTO 22s and Quality Deficiency Reports.

7. Monitors all guidance provided by the government and locally generated documentation (DoD Instructions, Recurring Work Program, local procedure, etc.) to ensure contract compliance.

8. Initiates, recommends, or provides solutions that eliminate recurring problems, and provides reports on quality-related activities.

9. Develops and administers the Site’s Safety Program promoting an injury and illness free workplace.

10. Recommends personnel safety related training programs and assists in the preparation of course materials.

11. Assures all safety reports, records, and documents are properly completed and maintains a log of all accident and incident notifications.

12. Reviews, develops, and updates safety related policies and procedures as required.

13. Inspects facilities, equipment, and records for compliance with state and federal occupational safety and health standards.

14. Develops and provides training of various safety topics to employees.

15. Develops, provides, and tracks training for our ancillary training program.

16. Monitors individual training record programs to ensure effective and timely training is being conducted and documented correctly.

17. Submit purchase orders and purchasing support as approved by Site Manager.

18. Perform additional duties as assigned.

III. SUPERVISION:

B. Supervision Received

Works under the general supervision of the PMO Quality Manager and Site Manager. Work is checked for results achieved. Defines own work assignments within specific guidelines.

IV. WORKING ENVIRONMENT:

A. Physical Tasks

Exerts limited physical energy. May have to handle 20-30 pound loads on occasion.

B. Working Conditions

Normal office environment. May work extended hours or weekends. May travel overnight or on weekends.

Clearance Requirements:

  • Currently hold or be able to obtain and maintain the proper US DoD issued security clearance, which requires US Citizenship. Security clearance eligibility may be discussed during the interview phase.
  • Employment and start date is contingent upon the candidate receiving the required US DoD issued interim security clearance.
