Assistant Comsec manager

Job Summary: The COMSEC Manager will report directly to the Deputy Site Manager. This position is located at Pituffik, Greenland.

The COMSEC Manager will manage the resources of Pituffik and is responsible for providing a secure, efficient COMSEC posture. He or she will be thoroughly familiar with all aspects of the management of COMSEC material, the rules for usage, safeguarding, controlling, and the destruction of COMSEC aids, deviations, and operating instructions. Other duties and responsibilities may be assigned to meet the changing needs of contract performance.

Essential Duties and Responsibilities:

  • Establish controls so that only properly cleared personnel with a legitimate need are permitted access to COMSEC material.
  • Issue COMSEC material to appropriately cleared or authorized individuals whose duties require it, and advise them of their responsibility for properly safeguarding and controlling the COMSEC material in their possession.
  • Implement a comprehensive training program within the COMSEC account, using the AF Form 4168, semi-annual required reading & Emergency Action Plan (EAP) dry run, and other applicable COMSEC publications. Document the training annually. Maintain only the most current training documentation on file.
  • Establish a comprehensive user-training program for all COMSEC Responsible Officers (CRO) and alternates.
  • Be thoroughly familiar with directives concerning COMSEC material and ensure that all COMSEC material issued to or held by the COMSEC account is safeguarded and controlled according to the established security doctrines.
  • Develop a local operating instruction (OI) pertaining to the COMSEC account's operations. Ensure users write a COMSEC OI according to Air Force regulations.
  • Maintain records of all COMSEC material issued to users.
  • Personally conduct the required semiannual inventory according to Air Force regulations.
  • Prepare realistic Emergency Action Plans (EAP) according to established procedures and ensure they are present at all required COMSEC user locations served by the COMSEC account. Ensure that adequate and appropriate destruction equipment and materials are readily available, and train COMSEC account personnel in their duties under the emergency action plan.
  • Ensure that COMSEC users are familiar with the instances that require COMSEC incident reports. Report suspected or known COMSEC incidents according to Air Force regulations.
  • Perform a semiannual assessment/audit of both the account and all users according to Air Force regulations. Maintain the COMSEC account files and prepare and submit accounting reports to the COR as required.
  • Act as user representative according to Air Force regulations.

Educational/Training Requirements:

  • High School Diploma or Equivalent.
  • Minimum of four years of experience in office administration with demonstrated skills in the use of automated office products such as Microsoft Office (Word, Excel, Outlook).
  • Must have an Active Security Clearance.

Required Skills/Experience:

  • Completion of the Air Force Key Management Infrastructure (KMI) training.
  • COMPTIA Security + certification required.
  • Excellent communication skills both written and verbally.

Supervision:

  • The Deputy Site Manager serves as the general supervisor for the COMSEC Manager.

Work Environment:

  • Expected to be able to lift to 20 to 30 pound loads on occasion in a normal working office environment and may work extended hours on weekends and holidays. Travel throughout the Thule Defense area is routinely required. Rotation schedule will be 8 weeks on and 5 weeks off with possibility of adjustment. A 66-hour work week will be the norm.
  • Thule AB, Greenland, is located approximately 755 nautical miles north of the Artic Circle with a transitory Military, DoD Civilian and Foreign National population. Ambient temperatures during the nine-month winter, where at least three months are in 24/7 total darkness, range from the mid 20-degree F, to – 40/-60 F with often times sustainable winds of 35 to 60 mph for extended periods. Though food and shelter are provided, sustainment of resupply items, to include medical supplies are tied to the Air Mobility Command cargo schedule and compatibility with changing weather patterns. Communication back to the US remains as spotty as the weather and AMC cargo delivery as Thule is tied to satellites and satellites do not like bad weather.
  • Daily, there are no improved roads, merely hard packed dirt, and tundra. Taxi service to work centers, dining, medical and individual quarters are available on a 24/7 basis and wait times vary. The Army Post Office (APO) receives mail (supplies and medications) once a week, though often delayed during the nine-month winter weather for various reasons, therefore medication resupply is not consistent. The arid climate, extreme temperature range within the coldest season, basic transportation being by foot and the frequency for isolation for various reasons (to include up to 72 hours/week at work) make for a challenging environment.

Physical Demands: (Indicate any special requirements, e.g., walking, lifting, travel requirements, etc.)

  • Walking, siting, typing, bending, and lifting items as required within position requirements.
  • During storm season (Sept through early April) it is not uncommon to be confined to either your quarters or your work center for extended periods of time (18 to 24 hours; up to 3 or 4 days) Medical facilities are available and amount to little more than a Critical Care/triage facility with more aggravated medical issues transported off-island once arranged. Because of the location and minimal transportation assets, arrangements can take anywhere from 4- to 10-days to evacuate a medical casualty.
